Ad una condizione, però, che ci sia totale accordo tra le parti.
“Penso che se il processo di riconciliazione (verrà accettato da entrambe le parti, ndr) e se la situazione tornerà alla normalità, le elezioni si terranno il 14 novembre. Un obiettivo che il governo ha intenzione di raggiungere”, ha detto il Abhisit nel corso di un messaggio televisivo andato in onda il 3 maggio. Il messaggio era stato preceduto da dichiarazioni in seno al parlamento, dove il quarantaseienne premier thailandese aveva annunciato un piano politico per risolvere la crisi cercando di venire incontro alle richieste delle ‘Camice Rosse’ riunite nello United Front for Democracy against Dictatorship (UDD). UDD che, fin dall’inizio delle proteste, ha sempre chiesto l’immediato scioglimento delle camere, nuove elezioni e una ‘democratizzazione’ del sistema che riequilibri i poteri. Ed eccola allora la ‘raodmap’ in cinque punti presentata dal primo ministro e leader del ‘Democratic Party’.
Tutti i partiti devono unire le loro forze per sostenere la monarchia, intervenuta pubblicamente fino ad oggi per provvedere alle spese dei funerali dei caduti durante i giorni di protesta.
Il governo si impegna a portare avanti una riforma nazionale contro le ingiustizie nelle strutture economiche e politiche, garantire il benessere sociale, l’educazione e la salute del popolo, così come ad assistere chi soffre. Assicurare la libertà dei media chiamati ad essere maggiormente responsabili. Un passo in avanti, almeno nelle parole, dopo le recenti decisioni di bloccare la TV satellitare dell’opposizione e almeno 36 siti web di informazione. Al quarto punto, il governo si impegna a istituire una commissione indipendente per indagare sui morti e i feriti negli scontri tra l’esercito e i manifestanti del 10 aprile avvenuti nelle strade principali della capitale di Silom e Vibhavadi Road. Un punto che segue la decisione presa il 2 maggio dall’esecutivo di Bangkok, riunito in seduta speciale, di stanziare un extra di 250 milioni di baht per le forze di polizia impegnate a fronteggiare le proteste, nonchè altri 28 milioni di baht al Dipartimento per le Indagini Speciali. In ultimo, Abhisit ritiene fondamentale apportare emendamenti al testo costituzionale, scritto dal precedente governo militare e approvato con voto referendario il 19 agosto del 2007, affinchè venga garantita maggiore equità.
Eletto dal Parlamento nel dicembre del 2008 e succeduto a Somchai Wongsawat, deposto all’inizio di dicembre dalla corte costituzionale e interdetto dall’attività politica per cinque anni, è la prima volta che Abhisit indice una data precisa per le elezioni dall’inizio della protesta guidata dall’UDD.

Le “camicie rosse”, i sostenitori dell’ex primo ministro Thaksin Shinawatra riuniti nel Fronte unito per la democrazia e contro la dittatura (Udd), hanno gettato delle bottiglie piene di sangue davanti agli uffici governativi di Bangkok.
“Noi li colpiremo col nostro sangue e con la nostra anima”, ha urlato Nattawut Saikua, leader della protesta.

A pochi giorni dall’apertura dei lavori della conferenza sul clima che si terrà a Copenaghen dal 7 al 18 dicembre prossimo, il World Wildlife Fund ha pubblicato un rapporto, ‘Mega-Stress for Mega-Cities’, in cui si sostiene che il continente asiatico è tra le regioni del mondo “maggiormente vulnerabile al cambiamento climatico”.
L’evidenza degli effetti causati dal cambiamento climatico in Asia è infatti “particolarmente diffusa”. Le temperature sono aumentate complessivamente da uno a tre gradi centigradi negli ultimi cento anni, così come sono cambiate le frequenze delle precipitazioni ed il numero di eventi naturali straordinari.
“I cambiamenti climatici hanno già fortemente colpito le città asiatiche e saranno sempre più dirompenti nel prossimo futuro. Queste città hanno un urgente bisogno di aiuto ad adattarsi afficnhè possano proteggere le vite di milioni di cittadini”, ha affermato Kim Carstensen, leader del WWF Global Climate Initiative.
Lo studio del WWF si è concentrato su undici centri urbani asiatici, situati presso le zone costiere o lungo i delta dei maestosi fiumi che attraversano la regione.
E’ Dacca, la capitale del Bangladesh ad essere la città maggiormente a rischio. Situata sulle rive del fiume Buriganaga, e a pochi metri al di sotto del livello del mare, la città sud asiatica è “colpita regolarmente da cicloni tropicali e inondazioni, con scarse capacità adattive”. Stessi problemi anche per Jakarta e Manila, capitali di Indonesia e Filippine rispettivamente. Capitali che, a causa anche della loro estensione, hanno un “alto grado di esposizione”. La città indiana di Calucutta, invece, quarta in questa particolare classifica, è a rischio soprattutto per l’innalzamento dei livelli del mare. Stesso problema per le due capitali economiche di Vietnam e Cina, ovvero Ho Chi Minh City e Shanghai. Tra le città analizzate hanno invece un basso grado di esposizione, compreso tra 3 e 5, Kuala Lumpur, modernissima capitale malese, Phnom Penh, capitale del Regno di Cambogia, Singapore e Bangkok. Hong Kong, infine, sebbene abbia un un alto grado di esposizione, pari a 7, gode di un’alta capacità di adattamento e per questo meno vulnerabile agli effetti causati dai cambiamenti climatici.
“Le città sono le maggiori responsabili per il consumo di energia nel mondo e di emissione di gas serra, ma sono anche le prime a sviluppare soluzioni innovative. Non possiamo permettere che si arrendano al cambiamento climatico”, spiega Carstensen, convinto che la soluzione sia nel mettere in grado le città a diventare “agenti di cambiamento” affinché si proteggano sia le aree urbane che periferiche da futuri impatti devastanti.

Fratellastro dell’ex premier in esilio in Gran Bretagna, Thaksin Shinawatra, Somchai ha sostituito Samak Sundaravej, costretto alle dimissioni da una sentenza della corte costituzionale.
La nomina non è stata accettata dall’Alleanza del popolo per la democrazia (Pad), che da settimane protesta contro le ingerenze di Thaksin nel governo del paese.

La decisione arriva dopo gli scontri esplosi la scorsa settimana tra l’opposizione dell’Alleanza popolare per la democrazia (Pad) e le forze filogovernative. La Pad chiede le dimissioni del primo ministro accusato di essere un fantoccio nelle mani dell’ex premier in esilio Thaksin Shinawatra. Il bilancio delle proteste è di una vittima e almeno quaranta feriti.

Il Partito del Potere del Popolo (People Power party – PPP), partito legato all’ex-premier Thaksin Shinawatra, risulta essere il primo partito con 232 seggi su 480. L’altro partito, quello Democratico – partito moderato e forte specialmente nelle regioni meridionali del Paese e nella capitale Bangkok – pur ottenendo larghi consensi non è andato oltre i 165 seggi. Tutti e due non sono stati in grado di ottenere la maggioranza assoluta e avranno bisogno di coalizzarsi con i partiti ‘minori’. Several important steps remain to be completed before the country gets a functioning government, and there is plenty of time and room for mischief, the Bangkok Post’s post-election editorial says.

Thai citizens have once again voted in a free election. They have shown clearly, by their huge turnout and peaceful manner, that they want to put the past 15 months of military rule behind them and return to the democratic road. Throughout the election campaign, the calmest, most thoughtful and most peaceful group in the country has been the voters. They have attended the rallies, listened to the candidates and their canvassers, made up their minds. For the past two weekends, they have gone to the polls in the most responsible manner. Now it is entirely up to authorities to show the same credible attitude.

The political wishes and decisions of the voters should be clear today. Care has been taken to ensure the vote-counting is fair and trusted, and it seems likely that accusations of ballot tampering will be rare and subject to proper legal action. Still, today’s ballot counting is only the first of several actions that remain to be taken between the election and the formation of a parliament and an accountable government. It is vital that each and every remaining step be completely transparent and carefully explained.

Unfortunately, the national political atmosphere remains heavily charged, often partisan and subject to possible manipulation. It is vital that everyone concerned acts as responsibly as voters have done. Officials including the Election Commission must be held accountable.

Now that the election is over, it is particularly crucial that all Thais remain engaged in the process. Several important steps remain to be completed before the country gets a functioning government, and there is plenty of time and room for mischief. Votes must be counted and certified, and there will be close results in some areas. Military policy remains against the People Power party. And, perhaps most importantly of all, the Election Commission must consider hundreds – perhaps thousands – of complaints and allegations of election cheating.

The EC has the constitutional power to decide the election result by how it uses the yellow and red cards to punish cheating and fraud. It is vital, therefore, that citizens and the media keep an active and careful eye on this process. The public well knows a fair and just verdict on allegations of election cheating. At every step in coming days and weeks, the EC must be seen to doing exactly the right thing in every decision it makes to warn or to expel an election candidate.

All of this will put heavy pressure on the members of the EC. Their predecessors were drummed out of the EC in disgrace, and charged with various types of malfeasance in court as well as in the decisive court of public opinion. Commissioners agreed to take this heavy responsibility when they were sworn in after the military coup.

Many voters have become cynical about politics in recent months, and some members of the media have indicated they believe the EC might attempt to sway the election through unfair disqualification of members of certain parties. Not only the EC must resist such acts. Other groups including the military must abide by the election decision. Even coup mastermind and Deputy Prime Minister Gen Sonthi Boonyaratkalin has promised to accept the wish of the Thai voters. No other action is acceptable. If anything, any attempt to influence the election results after today will be held in high contempt by all Thais.

Citizens across the nation, at all levels, also have high responsibility. After a peaceful campaign, after three composed and respectful rounds of voting, the country now must remain calm, even while staying vigilant. The election was an important but ultimately small step on the road back to democracy. Everyone, no matter how they voted, must now accept – and respect – the decision of the voters.

Some politicians or partisans may try to incite disorder or even violence. No one should fall for such devious and harmful tricks. The country now must look forward. Election results must be verified in a fair manner. A new government must be formed, and return the military to the barracks. The elections herald a new day in Thai politics, where reason and justice must decide future problems.
